After months of speculation among the Korea watcher community, North Korean leader Kim Jong Un unveiled what apparently are his new strategic weapons systems. In addition, the North Korean People's Army (NKPA) displayed a wide array of advanced conventional military equipment. The celebration provided three distinct and important messages to the Korean people in the North and to South Korea, the United States, and the international community.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">Pyongyang's first message was one of deterrence. <a href="http://r20.rs6.net/tn.jsp?f=001EPP_ZFLLJ-L_GkuM90BEPmMQSCIajrEHu_VZGlRDxyDc3uo4XxtVkykDB2f9ZcJy_Mgm_IMliBSoVRh_44T_jH8BAoDU-QW1wWZq3aF4QhBoz6K_s222zaCc9TpplBxLUUAEESYhBbdCVN-vucwX0TdB1O-SmdS4ad9fMgE0TvgeYeo-Gzz6qHOsOXn4o6T15sBPaZAuRAqgCytF8u-jJ2PztHwwHJN6JRfn_zOOaulT_LJxEL4stOtWWCyrBOQ9jlMhCtsj2-W45KBXLONztHHRjIUrxI3s_Z5_NvcyYGo=&amp;c=p2CCTjuy6JKTeANQpv3gJIdppVT0pHc3dqFsk9VG0dRf86EwYYwldw==&amp;ch=sdLpv3RsBcd2GXD-5fcx6BzbKukl_nIN4wmVG_2mUR0e7zyeEoBPHg==" style="color:#0563c1; text-decoration:underline" target="_blank">Kim</a> said that if "any forces infringe upon the security of our state and attempt to have recourse to military force against us, I will enlist all our most powerful offensive strength in advance to punish them." While this message sounds defensive in nature, Kim was essentially threatening the North's adversaries with a possible preemptive strike. Washington cannot take this lightly, because the newly displayed ICBM could pose a direct and dangerous threat to the United States.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">Such a threat is plausible if the new ICBM <a href="http://r20.rs6.net/tn.jsp?f=001EPP_ZFLLJ-L_GkuM90BEPmMQSCIajrEHu_VZGlRDxyDc3uo4XxtVk9VZyE_BbmyuTzaUCoX2uVduFq4gZwl9em5Sn1NpdYAYEzoCCOLOpNjw5iVAI5BPY68EJEsmw-GOMpS2UMkvOhjV9AQgTIjaWIdvO6j4zs8OxNEBh8vmn27JjrVE64Z48hL1ioZ-es1VnHUrSnE931vFFQgjAtvESzXxAg-SDU3p&amp;c=p2CCTjuy6JKTeANQpv3gJIdppVT0pHc3dqFsk9VG0dRf86EwYYwldw==&amp;ch=sdLpv3RsBcd2GXD-5fcx6BzbKukl_nIN4wmVG_2mUR0e7zyeEoBPHg==" style="color:#0563c1; text-decoration:underline" target="_blank">contains</a> a multiple independent reentry vehicle (MIRV) capability, which increases the chances of defeating missile defenses based in the continental United States. Furthermore, North Korea has not tested these new missiles, and they are not yet operational. If they are, then these ICBMs constitute as strong a deterrence message as Kim could send to the United States, even though he never once mentioned the United States in his speech.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">Kim's second message was that sanctions have failed to prevent the regime from modernizing and advancing its military capabilities. Kim likely sought to demonstrate this point to persuade the United States and South Korea to lift these measures in potential future negotiations.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">The display of military strength also targeted the Korean people in the North. He deflected blame for the people's suffering away from his poor leadership and placed it on the pandemic, natural disasters, and sanctions. The Korean people, <a href="http://r20.rs6.net/tn.jsp?f=001EPP_ZFLLJ-L_GkuM90BEPmMQSCIajrEHu_VZGlRDxyDc3uo4XxtVk9VZyE_BbmyuIrp0fT6qN1BLqwRBzeImL-FslWg01QIihdxHIGuhg4oYAAnmnat3Epa4ryGFi7oU8cSOfXao7HKhFJNayCyrcW5XFa0KyPyVw7RL-_5BJFYkJN4EQ43w80to0W-fy0gUYKLsvLkaAPWq9BHkCIJT7_I6mOO6Tr7L9HOkeB1waxG1Xux-_0Voa4c0WG3UCwZcHUhQcxvDU0qKRKUUkkfEicasxINqFSgc_tE161Skv-o=&amp;c=p2CCTjuy6JKTeANQpv3gJIdppVT0pHc3dqFsk9VG0dRf86EwYYwldw==&amp;ch=sdLpv3RsBcd2GXD-5fcx6BzbKukl_nIN4wmVG_2mUR0e7zyeEoBPHg==" style="color:#0563c1; text-decoration:underline" target="_blank">said Kim</a>, will prevail over external, man-made, and natural hardships. South Korea, the United States, and the international community should be as well. In addition, a message that should be sent to the Korean people in the North is that their suffering is actually a result of Kim's policy decisions, not sanctions. The responsibility for their suffering lies squarely on Kim's shoulders because he has chosen to spend the country's scarce resources on weapons and not on the wellbeing of its people.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">Kim's third message was directed at South Korea. In fact, from the February 2019 Hanoi summit through July 2020, the North conducted some <a href="http://r20.rs6.net/tn.jsp?f=001EPP_ZFLLJ-L_GkuM90BEPmMQSCIajrEHu_VZGlRDxyDc3uo4XxtVk5M02ar5uVxZbw41i753InbttZ-o1plIGCNAKj25RKvciOK3gfVfS-kpac_dPTqiTQprtIuth0kew5qnr1HowYjEHWtDBOV68KEE1QjNNqsg2fieBi50pjbuTDUkEo12RYqjlNwvfIL1rj1xtbWpBfp9D0xC__Tc2DOXpHu4tw-JgP64TZJ7jxiYzuqNvs4-UA==&amp;c=p2CCTjuy6JKTeANQpv3gJIdppVT0pHc3dqFsk9VG0dRf86EwYYwldw==&amp;ch=sdLpv3RsBcd2GXD-5fcx6BzbKukl_nIN4wmVG_2mUR0e7zyeEoBPHg==" style="color:#0563c1; text-decoration:underline" target="_blank">31 missile and rocket tests</a>, which pose a direct threat to South Korean and U.S. forces.
