The upcoming twentieth anniversary of the September 11th attacks and the recent passing of former Secretary of Defense Donald Rumsfeld require thoughtful attention as the nation completes its final troop withdrawal from Afghanistan, ending the longest war in U.S. history. The war in Afghanistan and the subsequent wars in Iraq and Syria have shaped my generation's cultural image, similar to the Vietnam War's generation. In both instances, the U.S. entered the wars believing its martial superiority ensured victory and ended each war wondering what went wrong.

Many of the troopers and leaders who were part of the early deployments of the “Global War on Terrorism” have since departed the military. But I know many remain, though for a lot of them, I suspect their experiences consist of deployments involving security force assistance or limited patrols with limited goals as host-nation forces were pushed to take on more responsibility. Despite this, the troopers who are still in our military have valuable lessons that should be passed on to those with less experience.

Terrorist threats are changing. Over the past decade Jihadist groups have moved away from monolithic ‘mafia-like’ operations and franchised their activities. As was evident in attacks from Mumbai (2008) to Nairobi (2019), they are extremely adept at deploying digital platforms to encourage recruitment, radicalization, and manage operations in real-time. It is not just Jihadist networks such as Islamic State of Iraq and Syria (ISIS), al-Qaeda, Boko Haram, or al-Shabaab that have expanded their digital skill-sets.

The study needs to start with a baseline of how to defeat terrorists and insurgents. It can’t accept at face value the hopes and aspirations of American policy makers and field commanders as they entered the War on Terror. It needs to measure their strategies and tactics against proven success.

Not giving the military quantifiable objectives has been disastrous for the institution as well as the taxpayers. The Congress should immediately pass a modified version of the S1939 bill incorporating 4th Generation Warfare considerations followed by a vote on all current conflicts.

The threat exists and continues to operate. But more importantly we must understand that it is waging unconventional warfare and only using terrorism as one of the means of its strategy.
