Ryan Pereira is a second-year graduate student at Georgetown Security Studies Program, specializing in terrorism and sub-state violence. A shorter version of this paper was written for Dr. Daniel Byman’s Terrorism Class. Ryan has previously worked for the National Consortium for the Study of Terrorism and Responses to Terrorism (START) on projects focusing on al-Qaeda and the Islamic State’s ideologies, homeland security, and threats to international civil aviation.
