BEIRUT—Syrian government and Russian airstrikes on the last rebel stronghold in Syria have intensified in recent days, raising fears of a military offensive that the United Nations has long warned would cause a humanitarian disaster.
Russia and Turkey reached an agreement in September to create a demilitarized buffer zone in Idlib to forestall a Syrian regime offensive to recapture the northwest province.
Idlib, and small rebel-controlled parts of neighboring provinces, is home to three million civilians, about half of them displaced from elsewhere in Syria, according to the U.N. It has described the province as the biggest refugee camp on earth…
