Peter F. Schaefer was a Vietnamese-speaking intelligence officer in Vietnam, targeting VC and NVA units, and the VCI. He has worked, off and on, for more than 40 years advising the Pentagon and various intelligence agencies. He was an adviser to a number of senior Philippine officials including the Philippine Secretary of National Defense. In the late 1980s he served as the Senior Adviser to the Administrator of USAID, responsible for a reform plan for the agency and a new approach to foreign aid. He also wrote a strategic plan for a government approach to COIN which was the first of many iterations of this paper.
