While it’s difficult to know everything that is going on around the negotiating table or how close the parties are to a final accord, what we can say with reasonable certainty is that any deal at the end of the day will need to be verifiable.

Iran, via the Qods Force of the Iranian Revolutionary Guard Corps (IRGC) and Hezbollah, retains the capacity to stage terrorist attacks worldwide. That includes inside the United States. Planning for such attacks is ongoing and detailed as illustrated by the cases of Ali Kourani and Samer el-Debek, two Hezbollah operatives tasked with collecting information on U.S. targets in preparation for terrorist attacks and arrested by U.S. authorities in 2017.

"Are they normal?" It's not a usual question for commanders or strategic planners. Still, to some reasonable and ascertainable extent, this complex question could be applied to virtually any adversary in war, or at least to certain identifiable cadres of a pertinent enemy leadership.

The study needs to start with a baseline of how to defeat terrorists and insurgents. It can’t accept at face value the hopes and aspirations of American policy makers and field commanders as they entered the War on Terror. It needs to measure their strategies and tactics against proven success.

The President made it clear for some time that he is not in favor of these wars. His advisors, Senior Civilians, and Generals had almost two years to figure out how to disengage and they did not get it done. The President probably grew weary of hearing that if we depart, ISIS will resurge in the political vacuum.

Al-Qaeda religious extremist theology is a negative social movement in Brazil. Additional factors such as poverty, discrimination, and government inefficiency will permit radical Islamists to multiply and the Al-Qaeda terroristic theology to become a dangerous social movement in Brazil. Human terrain analysis and sociological intelligence notes that Al-Qaeda has embedded themselves into benevolent and peaceful Islamic communities of Brazil. Failure to believe that Al-Qaeda is not active in Brazil is a major social problem and intelligence failure.
