Trump to Sign Spending Deal, Declare National Emergency by Kristina Peterson and Natalie Andrews – Wall Street Journal
President Trump plans to sign the spending bill that Congress was set to pass later Thursday and will then declare a national emergency to get more funding for border barriers, the White House said.
The announcement came after a phone call between Mr. Trump and Senate Majority Leader Mitch McConnell.
“He’s prepared to sign the bill,” Mr. McConnell said Thursday on the Senate floor, after their conversation. “He will also be issuing a national emergency declaration at the same time.”
The declaration of a national emergency could enable Mr. Trump to divert funds from elsewhere to fund the wall. Democrats are expected to challenge any efforts to move money around without congressional approval…
