Just read the paper on Identity and Governance in COIN. I'd like to recommend this to the readers...I think the conclusions regarding the relative importance of identity over governance where ethnic cleavages prevail (and the primacy of the provision of security within the rubric of governance, from the viewpoint of the Iraqi respondents) are of considerable importance.
