Last month, Gen. Joseph Dunford, the chairman of the Joint Chiefs of Staff, told the Senate that Russia presented the greatest threat to United States national security. At around the same time, James Comey, the F.B.I. director, declared the Islamic State to be the biggest threat. President Obama has consistently said that nuclear terrorism is what keeps him up at night.
