Foreign Fights Need Training, Not Troops by Marcus Weisgerber, Defense News. BLUF:

The U.S. is more likely to increase foreign assistance to nations such as Yemen and Somalia in the future rather than deploying troops, according to President George W. Bush's top national security adviser.

"I think we're going to use a different model in places like Yemen and Somalia, and it's going to be about training and equipping and supporting local forces," Stephen Hadley said during an Aug. 12 panel discussion at the Brookings Institution in Washington…

While SFA and FID have several similiarities, they are not the same and it is incorrect to frame the argument this way. Unfortunately due to this, some doctrinal manuals list SFA as a mission, when it should be listed as a capability (a capability based primarily on authorities, which are still lacking, but also organization, training, etc.).

If we can get SFA right, we'll be able to conduct FID mo better :-).

Glad to see that Mr. Hadley has finally discovered Foreign Internal Defense! :-) Or will he come up with a new term to add to the litany: Security Force Assistance; Train, Advise, and Assist; Building Parter Capacity, Organize, Train, Equip, Rebuild, Advise (OTERA) - maybe those are now as obsolete as FID so we will have to invent some new fancy term!!
