Obama’s Syria Plan Teams Up American and Russian Forces by Josh Rogin, Washington Post
The Obama administration’s new proposal to Russia on Syria is more extensive than previously known. It would open the way for deep cooperation between U.S. and Russian military and intelligence agencies and coordinated air attacks by American and Russian planes on Syrian rebels deemed to be terrorists, according to the text of the proposal I obtained.
Secretary of State John F. Kerry plans to discuss the plan with top Russian officials in a visit to Moscow on Thursday. As I first reported last month, the administration is proposing joining with Russia in a ramped-up bombing campaign against Jabhat al-Nusra, al-Qaeda’s Syria branch, which is also known as the Nusrah Front. What hasn’t been previously reported is that the United States is suggesting a new military command-and-control headquarters to coordinate the air campaign that would house U.S. and Russian military officers, intelligence officials and subject-matter experts.
Overall, the proposal would dramatically shift the United States’ Syria policy by directing more American military power against Jabhat al-Nusra, which unlike the Islamic State is focused on fighting the regime of Syrian President Bashar al-Assad. While this would expand the U.S. counterterrorism mission in Syria, it would also be a boon for the Assad regime, which could see the forces it is fighting dramatically weakened. The plan also represents a big change in U.S.-Russia policy. It would give Russian President Vladimir Putin something he has long wanted: closer military relations with the United States and a thawing of his international isolation. In the last five days we are seeing the utter and complete Obama WH failure in Syria....EVEN their own sponsored Kurdish proxy YPG/PKK is in fact killing FSA/TAF forces and civilians in eastern Aleppo.

Wrong. The opposition in Egypt was a mix of seculars and the MBs. It won against Mubarak, and was 'decided to elect' the MBs. Then Egyptians discovered the MBs are not the best solution after all: thus, the very same opposition - including majority of the MBs - supported the army coup. And the army then 'restored' the 'order' from before 2011 - and smashed the opposition that supported its coup.
And the West did nothing at all, because... well, because neither was a solution it likes: it's far easier to keep a corrupt military dictator under control than any kind of a pluralist democracy.

Precisely as expected, this morning there are already reports about mass arrests, indeed first reports about 'extrajudical killings' (read: summary executions) in the parts of Eastern Aleppo city 'liberated' by the regime, plus those about executions of POWs by the PKK/PYD/YPG.
Why is this 'as expected'? Because this is what Hanano used to look like, back in 2012.
In another giant success for democracy, freedom, and pluralism, the Local Council of Darayya, elected in free elections early this year and proven as one of most pluralist and most effective in all of insurgent-held areas of Syria, but then 'evacuated' (read: ethnically cleansed) by the IRGC in August, was officially dissolved, yesterday.
Instead, nowadays Iranian Mullahs are praying in Daraya.

Abu Firas said the Turkish-rebel force would now look towards the ISIS-held town of al-Bab, northeast of Aleppo city.
The YPG, the military branch of the Syrian Kurdistan Democratic Union Party (PYD), and rebels have battled since last year. In early 2016 the YPG took opposition territory, including Tel Rifaat, in northern Aleppo Province.

For 5½ years, the Syrian government has tortured, shot, bombed and gassed its own people with impunity, with the resulting human cost clear for all to see: nearly 500,000 dead and 11 million displaced. Since Russia’s military intervention began one year ago, conditions have worsened, with more than 1 million people living in 40 besieged communities. Thirty-seven of those are imposed by pro-government forces.
While subjecting his people to unspeakable medieval-style brutality, Syrian President Bashar al-Assad has sabotaged diplomatic initiatives aimed at bringing a lasting calm to his country. The most recent such diplomatic scheme was trashed not just by Assad, but also Russia, whose aircraft were accused of subjecting a U.N.-mandated aid convoy to a ferocious two-hour attack in September.
Since then, at least 2,500 people have been killed and wounded in eastern districts of Aleppo, amid horrendous bombardment by Syrian and Russian aircraft, and Russia cynically vetoed a U.N. resolution that would have prohibited further airstrikes in the city.
It is time for the United States to act more assertively on Syria, to further four justifiable objectives: to end mass civilian killing; to protect what remains of the moderate opposition; to undermine extremist narratives of Western indifference to injustice; and to force Assad to the negotiating table.
The United States should not be in the business of regime change, but the Assad clique and its backers must be brought to account before it is too late. The world will not forgive us for our inaction.
The consequences of continued inaction are dreadful. U.S. policy has never sought to decisively influence the tactical situation on the ground. Unrealistic limitations on vetting and a policy that prohibited arming groups to fight the regime left us unable to effectively fight the Islamic State or to move Assad toward a transition. U.S. policy and strategy on Syria had a major disconnect, in being focused militarily on a group that was a symptom of the civil war without any means to achieve the stated policy objective: Assad’s departure.
The hole in this strategy could only have been filled by a comprehensive train-and-equip program for moderate Syrians to fight the Islamic State and decisively resist regime forces. Sadly, we have allowed this connective tissue between our counter-Islamic State strategy and our policy to remove Assad — the moderate Syrian opposition — to come under sustained attack by the regime and Russia.
For years we’ve said there can be no military outcome in Syria, but the Russians and their allies have pushed the military dimension of the crisis to strengthen the regime’s political position and, in the name of fighting “terrorism,” to systematically eliminate the opposition, including moderate Syrians we judged should be part of the political process of transitioning Assad out. These objectives were derived from our unwillingness to tangle with the regime, and now also the Russians.
The administration’s condemnation of Russia, and its forecast of a Vietnam-like morass for Moscow, seem a misunderstanding of Moscow’s calculus. Russia will determinedly protect its interests by any means, including attacking civilians and U.N. aid convoys. The expectation that Russia will tire of its Syria “quagmire” and become diplomatically pliable ignores reality. Russia has shown a remarkable capacity to dig in behind bad policy and fight under adversity.
Ultimately, Vladi#mir Putin’s Russia must be — or at least seem to be — on the ascendancy, as it is in Ukraine, along NATO’s frontier, in Syria and even in Libya. Russia’s repaired relationship with Turkey and improved ties elsewhere further complicate U.S. policy.
Ultimately, this leaves us only two options. First, the United States should encourage and join its European allies in imposing an escalatory set of economic sanctions against Russia and bodies and individuals supporting its military and paramilitary activities in Syria, Ukraine and elsewhere.
The second option is one the Russians believe the United States will never do: Escalate the conflict. The United States must challenge the status quo and end the regime’s war crimes, by force if necessary. This need not require some major pronouncement. Indeed, for now, a quiet warning may be more effective, since a major public announcement would almost certainly polarize the situation further.
For a start, the United States must save Aleppo. Damascus, Moscow and Tehran are razing the city to prepare for an eventual ground assault. As both the CIA and Pentagon have concluded, an opposition loss in Aleppo would severely undermine the United States’ counterterrorism objectives in Syria. The city’s symbolism and strategic value are unmatched, and allowing it to fall would dramatically empower extremist narratives. Groups linked to al-Qaeda would reap the rewards of our shortcomings.
To save Aleppo, the United States and its allies must both accelerate and broaden the provision of lethal and nonlethal assistance to vetted moderate opposition groups. This assistance would aim to empower other frontlines in northern and southern Syria to force pro-regime forces to divert attention from Aleppo. Opposition groups should also be provided with the means to bombard regime military airfields, many of which already lie within indirect fire and artillery rocket range.
Simultaneously, the United States must use existing multilateral mechanisms to push for a new cessation of hostilities in Syria in which flagrant violations will be met with targeted U.S. military consequences. Should such an agreement prove impossible due to the likely intransigence from Damascus and its supporters, the United States should gather a “coalition of the willing” to credibly threaten military action against Assad’s military infrastructure.
Initiating such a sequence would almost certainly result in the eventual use of targeted, punitive force in Syria. Any action should target Syrian military facilities and assets involved in supporting the bombardment of civilians, such as military airfields, aircraft, weapons stores and artillery positions. We should expect the possible intentional co-mingling of Syrian and Russian forces and assets as a deterrent. While this may complicate targeting strategies, we should not miss the opportunity to hit offending Syrian elements and units, while sustaining counter-Islamic State operations elsewhere.
In addition, the United States should consider establishing and supporting a task force of regional Special Operations forces, which could play an advisory role in assisting vetted opposition groups in attacking regime assets.
The credibility of the United States as the leader and defender of the free world must be salvaged from the horrific devastation of Syria. It is not too late to enforce international law and norms. However, we cannot wait for a new administration in Washington. Events are moving too quickly.
Bashar al-Assad is not the solution to the Syrian crisis, and he is the least-qualified possible partner in a fight against terrorism, having spent much of the past 16 years aiding and abetting al-Qaeda and, it would appear, the Islamic State as well. Action certainly presents risks, but to allow events to continue to unfold as they are means raising the cost yet further for a future, inevitable U.S. intervention.

On Monday, Moscow said that Russian and Syrian forces would pause their attacks on Aleppo for eight hours on Thursday to allow rebels to leave while allowing humanitarian aid to enter.
On Tuesday, Russia halted all air strikes, two days ahead of time.
But the United Nations said that Russia's unilateral plan for a humanitarian pause would not ensure any supplies get into besieged eastern Aleppo because Russia and Syria and other groups fighting in the city have not yet given guarantees of safety for aid workers.
"We need assurances from all parties to the conflict, not just a unilateral announcement that this will happen," UN spokesman Jens Laerke said on Tuesday.
"We need everybody to give us those assurances before it is immediately useful for us to do anything meaningful."
The International Committee of the Red Cross also said it was still unclear how much time would be needed to get security guarantees from all sides, including from rebel fighters.
Meanwhile, Al-Farouk Abu Bakr, an Aleppo commander in the powerful Islamist group Ahrar al-Sham, added that the rebels would fight on.
"When we took up arms at the start of the revolution to defend our abandoned people we promised God that we would not lay them down until the downfall of this criminal regime," he said, referring to President Bashar al-Assad's Government.
"There are no terrorists in Aleppo," he said.
Rebels in eastern Aleppo have consistently said that insurgent groups linked to Al Qaeda or inspired by it have no real presence in the opposition-held part of the city.
The Russia-Syria bombing campaign has destroyed most health facilities in the besieged city, where 406 people were killed and 1,384 wounded between September 23 and October 8, according to UN data based on reports from medical facilities

Not one of these has been intercepted and bombed so far.

More than a year into the Russian intervention in Syria, the long-term impact of the involvement has remained constant since the first two months of the campaign: the removal of Bashar al-Assad’s government has become untenable.
The Russian campaign has been more successful than many observers anticipated in ensuring the regime does not lose. It has also been too limited to turn the tables and enable a regime victory, an outcome defined as the takeover of the country, the surrender of the rebels, or the stability of what the regime currently holds. However, two recent developments appear to help the regime and its Russian backers achieve the breakthrough in northern Syria they have sought since launching the mission last year.
The first development was the Turkish-backed operation to fight the Islamic State in the eastern countryside of Aleppo on August 23 this year. When the operation started, Moscow issued a three-paragraph statement that situated the Turkish operation in its narrow context of being directed at the Islamic State and Syrian Kurdish militias.
The Russian foreign ministry expressed concerns about the development and the prospect of greater civilian losses and heightened ethnic tensions between Arabs and Kurds.#The ministry made no mention of concerns related to the regime, a clear indication that Moscow did not oppose the operation but reserved the right to retract its tacit approval. Russia, as well as Iran and the regime in Damascus, was increasingly worried about the ambitions of the Kurdish Democratic Union Party (PYD) and its militia—the People’s Protection Units or YPG—as the Kurdish group was poised to play an even greater role in the fight against the Islamic State in three provinces in northern Syria.
The Turkish incursion into northern and eastern Syria serves as a check on Kurdish expansion in that region.
Due to mutual understanding or alignment of interests, Russia avoided confrontation with Turkey. And Turkey reciprocated. During the vicious Russian onslaught on Aleppo over the past few weeks, Ankara uncharacteristically avoided hostile rhetoric against Moscow. Despite pleas by the opposition for regional backers to act against the intensification of the airstrikes, the response from Ankara was that President Recep Tayyip Erdogan would make a phone call to Russian President Vladimir Putin to revive a failed U.S.-Russian ceasefire plan.
Such a position by Turkey is uncharacteristic. Even though Turkish officials have demonstrated an inclination toward diplomacy since the botched coup, their relative silence over Aleppo raised eyebrows among its proxies and supporters in the region.
There have been even rumors that Turkey struck a deal with Russia that involves the abandonment of Aleppo in exchange for a free hand in eastern Syria.
The reality is that, while Turkey is still committed to the rebel groups that it supports in Aleppo and Idlib, Russia has pined after Turkey’s military involvement inside the country. Turkey has hardly any countermeasure other than to seek a diplomatic understanding with Russia to deescalate the situation in Aleppo.
The presence of both countries in the north, as I argued in August, has changed the state of play in that region. Russia knows that Turkey prefers to avoid confrontation because Russia can make Turkey’s task against the Islamic State and the YPG significantly harder.
For example, the regime’s forces are only six miles away from the Islamic State stronghold of al-Bab, much closer than the rebels some 20 miles away. Al-Bab is a key town for the YPG, which seeks to use it to link its cantons east of the Euphrates with other areas of control in the northwest via Manbij, which it helped liberate in August, an event that triggered the Turkish intervention. If the rebels take al-Bab, they will face the YPG west of the town and the regime to its south.
Turkey finds itself compelled to strike a balance between committing to the welfare of its proxies in Aleppo and Idlib and avoiding a confrontation with Russia. The delicate balance is likely to remain for the foreseeable future, and thus Turkey has no moves other than to seek deescalation diplomatically.
At the same time, Turkey has to preserve the strength of allied groups in the north. Rebel allies are an important source of influence in future Syria regardless of how the situation develops and, more importantly, they remain a vital piece for Turkey’s chess game in the event that Russia changes its calculations in northern Syria. Russia too will continue to maintain links with the YPG even as it seeks to check their ambitions.
America Grasping at Straws
The picture for the Syrian rebels in the north seems bleaker if the Turkish dilemma is viewed alongside the weakened American hand in the same region, the second development in recent weeks. An indication of how the situation has devolved is that despite the Russian onslaught on Aleppo over the past few weeks, both Washington and Ankara have been proven powerless.
Threats by Washington to sever diplomatic channels with Russia fell on deaf ears in Moscow. On Monday, the United States finally announced certain lines of communication with Russia would be suspended, after the ceasefire agreement the two countries reached last month failed to take hold. Earlier, even as the Syrian regime declared the end of the ceasefire, Washington desperately insisted the deal was still on. Secretary of State John Kerry had dismissed the remarks from Damascus and said the agreement was reached with Moscow, not the regime.
Despite attempts by Washington to persuade the Russians to comply with the terms, including the delivery of aid and cessation of air raids against opposition areas, no progress was made. Tension reached a high point when Russia reportedly struck an aid convoy, and the U.S. mistakenly targeted dozens of regime soldiers in the city of Deir Ezzor. The U.S. still hopes to revive the ceasefire deal, which involves a joint campaign to strike Jabhat Fatah al-Sham, formerly known as Jabhat al-Nusra, an al-Qaeda offshoot.
On Wednesday, the Washington Post reported that the idea of strikes against the Syrian regime was back on the table on Wednesday, with more officials showing support for the kinetic effort to prevent the fall of Aleppo. On the same day, Turkey and Russia also discussed the prospect of deescalation in a telephone conversation between the presidents of the two countries, and further discussions are expected when the two presidents meet on the sidelines of the World Energy Congress in Istanbul next week.
Notwithstanding discussions of a military course, the Obama administration’s ultimate objective is still to revive the deal with Moscow.
Russia, meanwhile, knows the constraints and priorities of the two rivals in northern Syria. For Turkey, the priority is to prevent the PYD from connecting its cantons in the north and to fight the Islamic State. The regime factors later in Turkey’s calculations today. Crucially, Turkey also finds itself in a new reality where it has to maintain a level of calm with Russia, especially as the two countries work to improve their bilateral relations.
For the United States, the priorities continue to be the Islamic State and Jabhat Fatah al-Sham. Russia’s operations are concentrated in the north, where the front’s influence is mostly concentrated. This means that if the U.S. wants to fight Jabhat Fatah al-Sham, it has to reach a deeper understanding with Russia than the existing deconfliction procedures that exist in eastern and northeastern Syria, where the regime has little to no presence.
Russia finds itself in an optimal position of leverage against the only two countries that can make a substantive difference for the rebels in northern Syria. Both the United States and Turkey have clear priorities that do not involve the regime and their hands are tied by the need to maintain a certain balance with Russia. This new reality opens new possibilities for the Russian involvement in Syria unconceivable some months ago.

Ukraine is resisting as they know they cannot get the entire Ukrainian civil society to buy in after TWO full years of Russian instigated war and invasion of eastern Ukraine.....especially after 176 UAF members have been killed this year by Russian mercenaries, complete factories have been stolen and natural raw resources (coal, oil, gas)also stolen from Ukraine......
BUT THE US just keeps on trying to blackmail them......
